The course was originally designed by David Gordon and first opened in 1957, then was redesigned by Lester George, reopening in June 2008. Par for the course is 72, and from the back tees the course plays to 6730 yards. The course rating is 72.5 and it has a slope rating of 127 on Bermuda grass.

While playing Willow Oaks Country Club, the golfer finds himself traversing a bluff overlooking the golf course and James river, and the course offers variety and beautiful views. The longest hole on the course is hole 5, a par-5 that plays to 567 yards, while the shortest hole is hole 2, a par-3 at 169 yards from the back tees, with hole 3 being a 432 yard par-4 and the number 1 handicap hole. The course features a riverside parkland style layout. The facility has an onsite driving range with 4 practice tees.
